Subd. 2. In addition to complying with the provisions of this ordinance, all signs shall be <br />constructed in accordance with the applicable provisions of the 1991 Edition of the Uniform Sign Code <br />and State Electrical Code and as subsequently amended. <br /> <br /> Subd. 3. All signs shall be located in such a way that they maintain horizontal and <br />vertical clearance of all electrical power lines and communication lines. <br /> <br /> Subd. 4. All signs and their supporting structures shall maintain clearance and non- <br />interference with all surface and underground facilities and conduits for water, sewage, gas, electricity, <br />or communications equipment or lines, In addition, the placement of all signs and their supporting <br />structures shall not interfere with natural or artificial drainage or surface or underground water. <br /> <br /> Subd. 5. All signs, except those attached fiat against the wall of a building shalI be <br />constructed to withstand minimum wind loads as follows: <br /> <br />a. Solid Signs. Thirty (30) pounds per square foot per face of the sign. <br /> <br />Open Signs. Thirty-six (36) pounds per square foot of the total face area of the <br />letters and other sign surfaces, or ten (10) pounds per square foot of the gross <br />surface area of the sign, whichever is greater. <br /> <br />9.12.13 Non-conforming Signs <br /> <br /> Subdivision 1. Any permanent type sign lawfully existing prior to the adoption of this <br />Section that does not meet the standards of this Section shall be considered legal non-conforming and <br />shall be allowed to continue in use. Other than for change of copy or normal maintenance, a legal non- <br />conforming sign shall lose the designation "legal non-conforming" if the sign is discontinued for a <br />period of sixty (60) days, expanded, relocated, replaced, altered, or damaged by more than fifty percent <br />(50%) of the sign market value. If any property use or business changes ownership, all Business Signs <br />on that property shall be brought into conformity with this Section within twelve (12) months of the date <br />on which use or ownership changed. <br /> <br /> Subd. 2. Any permanent type sign unlawfully existing at the time of adoption of this <br />Section shall be considered illegal non-conforming and shall be brought into conformity with this <br />Section within nine (9) months of the date on which this Section becomes effective. <br /> <br /> Subd. 3. Any temporary sign unlawfully existing at the time of adoption of this Section <br />shall be considered illegal non-conforming and shall be removed within thirty (30) days of the effective <br />date of this Section. <br /> <br />9.12.14 Permits Required <br /> <br /> Subdivision 1. All signs, except those described in {39.12.16 (Exemptions) shall require <br />permits and payment of fees unless otherwise provided for. No permit is required for the maintenance <br />of a sign or for a change of copy on printed, or changeable copy signs. Permits are required for all <br />existing, new, relocated, modified or redesigned signs that are not exempted under §9.12.16. <br /> <br />277 <br /> <br /> <br />
