306 <br /> <br /> Subd. 4. The ability of the applicant to prevent violations of state and <br />federal water quality standards. <br /> <br /> Subd. 5. The ability to prevent contaminant discharge in excess of U.S. <br />Environmental Protection Agency human health risk criteria. <br /> <br />Subd. 6. The ability to control unregulated substances adequately. <br /> <br /> Subd. 7. The nature of the water resources including their existing use <br />and potential for use (potential for use exists if a withdrawal rate of one gallon/minute <br />can be sustained). <br /> <br /> Subd. 8. The underlying soils and hydrogeologic Conditions (including <br />depth to bedrock, soil texture, permeability of underlying materials and groundwater flow <br />patterns). <br /> <br /> Subd. 9. Whether the applicant's proposed engineering control and <br />management technologies provide the levels of protection afforded by other available <br />technologies or alternative waste disposal processes. <br /> <br /> Subd. 10. Whether the proposed use would adversely impact the <br />groundwater or soils on the site. <br /> <br /> Subd. 11. Whether the applicant wili provide for appropriate handling <br />and treatment of surface water runoff, wastewater and collected leachate. <br /> <br />9.14.12 Reports, Plans, Monitoring. The permit holder shall submit to the City <br />three (3) copies of all documents, reports, plans and test results which are required by any <br />regulatory agency. Similarly, the City shall be provided three copies of all regulatory <br />agency's(ies') licenses, permits, reports, agreements and agency communications <br />pertaining to health, safety and welfare issues resulting from landfill activities. The <br />permit holder shall promptly provide said copies to the Administrator at no expense to the <br />City. <br /> <br />Annually at least thirty (30) days prior to conditional use permit review the permit holder <br />shall submit a complete evaluation and trend analysis of all water quality monitoring tests <br />for that year. Such evaluation shall include but not be limited to discussion of such items <br />as: <br /> <br />a. Frequency of tests. <br /> <br />b4 <br /> <br />Changes in monitoring well locations, numbers or conditions of <br />wells. <br /> <br />Contaminants detected whether these exceed or are within allowable <br />limits. <br /> <br />9-131 <br /> <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br /> <br /> <br />
