I I I I I I Councihnember Kurak stated that the issue was brought about last year because she thought the permit was up for renewal or was the issue brought forward because of the complaints staff received. Community Development Director Frolik replied that the issue was brought forward because of the complaints, the permit's in effect until 2005.- Councilmember Kurak inquired if Mr. Hamilton complains that the smells are worse at a certain time of day. Community Development Director Frolik explained that it seems that the smells are more impacted by weather conditions. Councilmember Strommen stated that it is important that monitoring is done in some sort of systematic way. If they are going to receive reports on a quarterly basis, she would like to see a reference to the amount of additive that has been used. She inquired if staff had a recommendation on how long the probation period should be. Community Development Director Frolik explained that on a fiscal basis, the first report would be due to the City Council the first meeting of July. Motion by Councilmember Zimmerman, seconded by Councilmember Strommen, to direct Commercial Asphalt to step up enforcement of additive standards and/or increase the height of the smokestacks and direct City staff to make quarterly status reports to the City Council regarding plant operations until the end of the year. Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Strommen} Cook, Elvig, Kurak, and Pearson. Voting No: None. Case #10: Addendum to Ramsey Town Center Retail Market Analysis City Administrator Norman stated that on January 13, 2003, the EDA made a recommendation to the City Council to move forward with a market analysis for the retail node of Highway #47. and 167th Avenue, contingent upon staff working with McComb Group to negotiate a more cost effective proposal. The City Council reviewed the recommendation during their January 28, 2003 meeting. The City Council directed staff to obtain additional proposals. Economic Development Consultant, Mike Mulrooney, submitted Requests for Proposals to Maxfield Research, Inc. and Associated Retail Consulting. The City received a proposal from both companies on Monday, February 24, 2003. Maxfield Research, Inc. quoted a price of $ l 9,140.00 and Associated Retail Consulting submitted a bid of $90,000. Mr. Mulrooney submitted a memo outlining the scope of work requested from all three groups and provided a recommendation regarding what company the City may want to enter into an agreement with based on price and experience. The difference between the two proposals is how much they are estimating as reimbursable expenses and experience.
