Group Ltd. is estimating $2,500 as reimbursable expenses. Mr. Mulrooney states in his memo that the expenses item of the proposal can be managed and negotiated prior to the execution of the agreement. Experience is probably the primary difference between McComb Group and Maxfield Research. McComb Group has extensive experience in retail industry and has conducted market research for retail stores and shopping centers of all types. McComb Group is a full service retail and real estate consulting firm specializing in market research and financial stability. McComb Group has experience working in Ramsey as James McComb completed a Retail Market Analysis for the proposed Town Center. Maxfield Research, Inc. has a good reputation and they have experience in conducting retail studies, however, their experience appears to relate more to the housing industry. Mr. Mulrooney and City staff recommend that City Council enter into a contract with McComb Group Ltd. The City Council may wish to direct staff to negotiate with McComb Group a limitation on the type of quantity of reimbursable expenses associated with the study. lVlotion by Councilmember Kurak, seconded by Councilmember Zimmerman, to enter into a contract with McComb Group Ltd. to complete a market analysis study for the retail node of Highway//47 and 167th Avenue NW and direct staff to negotiate with the McComb Group a limitation on the type of quantity of reimbursable expenses associated with the study. Further discussion: Councilmember Zimmerman inquired the funding source for the study. City Administrator Norman replied HRA. Motion can'ied. Voting Yes: Mayor Gamec, and Councilmembers Kural<, Zimmerman, Cook, Elvig, Pearson, and Strommen. Voting No: None. Case t/Ii: Irrigate Central Parks Entrance Parks/Utilities Supervisor Boos stated that that 2003 Capital Improvements Program projected $17,000 for irrigating the new entrance area of Central Park. This project was also to include the turfed area near the baseball field if the budget allowed. Earlier this year, the Park and Recreation Commission approved the specifications for the in'igation project. The request for bids was divided into three alternatives. The ilrst alternative is the entrance corner and around the tennis courts. The second alternative would also irrigate the pleasure rink grass (the area directly south of the baseball field). The third alternative is to run a potable water line to the park entrance for a drinking fountain. A vandal resistant drinking fountain is expected to be between $l ,500 and $2,000 and was not a part of the request for bids. The deadline for submitting quotations was March 4, 2003.
