Councilmember introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #03-05- <br /> <br />A RESOLUTION ADOPTING FINDING OF FACT # RELATING TO A REQUEST <br />FROM FLORENCE KAHLSTORF FOR A HOME OCCUPATION PERMIT TO <br />ESTABLISH AN IN HOME MASSAGE THERAPY BUSINESS ON THE PROPERTY <br />LOCATED AT 7136 159TM LANE NW. <br /> <br /> WHEREAS, the City of Ramsey received an application from Florence Kahlstorf for a <br />home occupation permit to operate a one-person massage therapy business within the dwelling <br />on the property generally known as 7136 159th Lane NW and legally described as follows: <br /> <br />That part of the Southwest Quarter of Section 15, Township 32, Range 25, Anoka <br />County, Minnesota, described as follows: <br /> <br />Commencing, at the Northwest comer of Said Southwest Quarter; thence south along the <br />west line thereof a distance of 1000.35 feet; thence east parallel with the north line of said <br />Southwest Quarter a distance of 246.95 feet to the point of beginning of the tract of land <br />to be described; thence continue east parallel with said Southwest Quarter a distance of <br />317.64 feet to the south line of the north half of said Southwest Quarter (as measured on <br />the east and west lines thereof); thence west along said south line a distance of 125.0 feet; <br />thence north parallel to said east line. <br /> <br />(the "Subject Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />That on April 1, 2003, Florence Kahlstorf, hereinafter referred to as "Applicant", properly <br />applied for a home occupation permit to establish and operate a massage therapy business <br />in her home. <br /> <br />That the Applicant appeared before the Ramsey Planning Commission for a public <br />hearing pursuant to Section 9.03.04 of the City Code on May 1, 2003, and that said public <br />hearing was properly advertised and that the minutes of said public hearing are hereby <br />incorporated as a part of these findings by reference. <br /> <br />3. That the Subject Property is zoned R-1 Single Family Residential. <br /> <br />4. That the Subject Property is approximately .83 acres in size. <br /> <br />5. That massage therapy operations are not a permitted use in the R-1 Single Family <br /> Residential District, <br /> <br /> <br />
