Additional Deposits After Submittal. Refund of Unused Deposits. AnY portion of those funds <br />deposited in escrow but not expended or encumbered shall be returned to the applicant after final <br />action on the application. Under no circumstance shall an escrow be considered an' interest <br />bearing account. <br /> <br />9.03.03 Zoning Amendments. <br /> <br /> Subdivision 1. Purpose. The: City Council may adopt, amendments to the <br />Zonint~ Ordinance and zoning map in relation both'to land uses within a particular distI-ict or to <br />the location of the district lines. Such amendments shall not be issued indiscriminately, but shall <br /> <br />only be used as a means to reflect chamles in the goals and policies of the cmrmmnitw' as <br />reflected in the Plan or chanees in. conditions in the City.
