130 ........ ~ ............ ~: When the Zoning Administrator has determined that the cation is complete, it shall be fo~arded to the Planning Commission for review. Subd. ~4. Before voting on the enactment of an amendment, the Pia~ing Co~ission shall hold a public hearing thereon, pursuant to public notice. It shall be the responsibiliw of the Zoning Admi~strator to have notice of the time, place, ~d pu~ose of the public he~ng published in the o~cial city newspaper prior to the heafing~ Also, when an amendment involves changes ~ district boundaries affecting an area of fivc twenty (~2~) acres or less, a wfi~en notice of the hearing stating its time, place, and pu~ose shall be marled by the Zoning Admi~strator at least ten (10) days prior to the day of the hearing to each owner of' affected prope~ and prope~y situated wholly or pauly within 350 feet of the prope~ to which the amendment relates. For ~e pu~ose of ~ving mailed notice, the Zoning Administrator may use any approp~ate records to dete~ine the names and addresses of owners. A copy of'thc to ~ve mailed notice to individual prope~ owners, or defects in the notice, shall not invalidate · e proceedings, provided a bona fide aaempt to comply with this Section has be~n made.
