Case//3: <br /> <br />Request to Rezone Property from R-1 Single Family Residential to Planned <br />Unit Development; the Village of Sunfish Lake: Case of LTR Land <br />Development, LLC <br /> <br />Councihnember Kurak stated that she would be abstaining from Cases 3 and 4. <br /> <br />Principal Planner Trudgeon stated LTR Land Development, LLC has applied for a preliminary <br />plat and rezoning to Planned Unit Development (PUD) for the Kurak property south of Sunwood <br />Drive between Potassium St. and 145th Lane. The submitted preliminary plat shows a total of 115 <br />housing units on 29.07 acres. The property is 29.07 acres in size and currently is vacant and used <br />for agricultural purposes. The applicant is proposing to develop 79 single-family lots and 36 <br />association-maintained cottages for a total of 115 housing units. The property is currently zoned <br />R-i Residential and is located in the Metropolitan Urban Service Area. The City of Ramsey <br />Comprehensive Plan designates this area for low density single-family residential development <br />not to exceed a net density of 3 units per acre or up to 4 units per net acre if townhomes are <br />proposed as part of a Planned Unit Development (PUD). The net density of the plat is 3.98 units <br />per acre. The wetlands present on the property have been factored out in the net density <br />calculation. In addition to taking advantage of the option to develop at a density of up to 4 units <br />per acre, the applicant is proposing that the subdivision be processed as a Planned Unit <br />Development (PUD). The applicant is requesting the use of a PUD due to the unique nature of <br />their development. The applicant is proposing to develop a "new urbanist" subdivision that is <br />characterized by smaller lots, narrow streets, and a pedestrian-orientated design. The following <br />is a listing of deviations from City Code that the applicant is requesting to be considered as part <br />of the PUD request. <br /> <br /> Smaller lot sizes for urban single-family l°ts. Current regulations require that urban single- <br /> family homes be located on lots of at least 10,800 square feet in size. The proposed <br /> development shows single family homes being located on lots ranging from 5,460 to 8,500 <br /> square feet. <br />, Narrower lot widths for urban single-family lots. Current regulations require that urban <br /> single-family homes be located on lots that are at least 80 feet wide at the front-yard setback <br /> line. The proposed development shows lot widths for the urban single-family lots as narrow <br /> as 50 feet. <br />· Reduced building setbacks.
