P32 <br /> <br />and what is shown on the preliminary plat. Assuming that the deviations from City Code <br />mentioned above are acceptable and the layout of the plat is acceptable, staff will focus only on a <br />couple of elements of the site plan. Namely, the landscaping plan and the architectural <br />elevations. As referenced in the Staff Review Letter, the landscaping plan as shown is deficient <br />in the number of plantings required under the ordinance. Staff feels strongly that the required <br />amount of plantings be maintained as part of this development given the fact that this is a PUD <br />that is requesting a denser development (both in the number of units and the building locations) <br />than is typically allowed in a low density residential district. In the Staff Review Letter, Staff is <br />also recommending some of the species of planting be replaced with more desirable plantings. <br />The architectural elevations of the units that will be used in the development are at a minimum of <br />1,545 square feet in size, which exceeds the requirements under the ordinance. The exterior <br />materials will be of vinyl siding and asphalt shingling on the roof. It should be noted that the <br />proposed units will have front porches. Staff has been working diligently on the proposed plat of <br />Village of Sunfish Lake to ensure that public safety and public works concerns are adequately <br />addressed while still retaining the flavor of a ';new urbanist" neighborhood that the Developer is <br />proposing. Given the agreements that have been reached about the allowable deviations from <br />City Ordinances as part of the PUD process, specifically in regards to street width, Staff is now <br />comfortable in recommending approval of the rezoning request to PUD with the deviations from <br />City Ordinances as outlined in this case. <br /> <br />City Engineer Jankowski reviewed the drainage and grading plan and identified the items that <br />should be corrected, as outlined in the City staff review letter dated January 31, 2003, revised <br />February 21, 2003. <br /> <br />Councihnember Cook inquired if it was staff's opinion that the drainage and grading issues could <br />be worked out if they have preliminary plat approval. <br /> <br />City Engineer Jankowski replied that there would be no changes to the street layout <br /> <br />Councihnember Cook inquired if there was a heavy rain storm event that did not reach the <br />capacity of a 100 year flood would water still flow into the existing neighborhood back yards. <br /> <br />City Engineer Jankowski replied that he was unable to answer what might hapPen in an event <br />less than 100 years, but he thought it could be beneficial to run an analysis. <br /> <br />Mayor Gamec inquired if the proposed trail along Sunwood Drive would COlmect to Potassium <br />Street. <br /> <br />Principal Plam~er Trudgeon replied yes. <br /> <br />Suzanne Dvorak, 14640 Potassium Street NW, stated that the water would impact her property <br />and the City does not have a drainage or utility easement over that portion of her property. <br /> <br />Susan ?, Engineer working on the Village of Sunfish Lake, reviewed the existing conditions of <br />the property and what was being proposed for drainage.
