Mayor Gamec stated that what he worries about is making sure the City receives the funds if the <br />City spends money on the project. <br /> <br />Councihnember Kurak inquired if the City were to accept the grant and than the City would <br />decided not to spend money on the project would the City be committed to spending the money. <br /> <br />Principal City Engineer Olson replied no. <br /> <br />Mayor Gamec stated that he wants something in writing from the Met Council committing them <br />to the grant. <br /> <br />City Attorney Goodrich stated that he did feel that accepting the grant would require that the City <br />acquire the land. <br /> <br />Councilmember Elvig inquired if the City would be in a better negotiating status if they delay the <br />acceptance of the grant. <br /> <br />Councilmember Kurak replied that Mr. Feeges was a party to applying for the grant. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to table action until the <br />next City Council meeting. <br /> <br />Further discussion: Councilmember Stromrnen inquired if staff felt that they would be at a <br />disadvantage by not acting on the acceptance of the grant for two weeks. Principal Planner <br />Trudgeon replied that he did not believe so. He noted that the grant states that all of the funds <br />have to be expended by December 31, 2004 and will be effective upon execution of the <br />agreement by the Met Council. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Elvig, Pearson, <br />and Strommen. Voting No: Councilmember Cook. Abstained: CouncilmemberKurak. <br /> <br />Case #8: City of Ramsey Capital Improvement/Capital Outlay Plan <br /> <br />City Administrator Norman stated that the Council was presented Ramsey's 2003-2007 Capital <br />Improvement/Capital Outlay Plan at an earlier work session. A work sessions was held February <br />24, 2003, to answer any questions and/or concerns that Council had regarding the CIP document. <br />The CIP has been prepared in an attempt to anticipate major capital expenditures in advance of <br />the year in which they are budget requests. Further, several project may interrelate or require <br />other improvements prior to initiation which would cause delays without prior planning. <br />Additionally, projects may require budgeting over several years or receipt of funds from other <br />sources (i.e. grants) requiring planning completion prior to the funding year. Finally, the plan <br />enables a snapshot of the identified capital needs of the community allowing for continual <br />prioritization of these needs.
