34

Tiger Meadows
Sketch.-Plan Review
March 28, 2003
2 of 3

Access to Lots: The plat proposes access to the area street system at three locations. 170th Street
would connect to Tiger Street at a location approximately 200 to 250 feet north of Armstrong
Boulevard. A second access point would connect Rabbit Street from the'north end of the plat to
its current southern terminus in Alicia Addition to the north. It should be noted that this roadway
connection would not be completed at this time, since a 330 foot wide, 20 acre parcel lies
between the subject parcel and Alicia Addition. The northern terminus of Rabbit street within
this plat must be provided with a temporary turn around until this adjacent parcel develops.

A third access point proposes a connection to Nutria Street in the Autumn Meadows subdivision.
This connection was suggested by City Staff and would require the acquisition of approximately
6,150 square feet (0.14. acre) from Lot 1 of Block 1 of A. utumn Meadows subdivision for the
right-of-way to make th-e connection possible. This lot is approximately 4.05 acres in size, and
the acquisition would be taken from a small panhandle on it's southern edge. The significance of
this connection is that in addition to providing an immediate second access to Tiger Meadows, it
will allow a second access for 27 single family lots and a City Park which are currently
dependant upon i67th Lane at Armstrong Boulevard for their sole access. Development of the
subject property without this access would virtually eliminate the possibility of providing a
second outlet to this neighborhood to the east in the future. Staff would recommend that the City
acquire the necessary right-of-way to facilitate this connection.

It should be noted that the property owners of Lot 1, Block 1, Autumn Meadows have stated
resistance to staffs recommendation to acquire of a portion of their property for public right-of-
way purposes. Staff will be continuing discussions with the property owner and will discuss the
acquisition recommendation with the City Council on April 1, 2003 at their regular work session
meeting. Please be advised that modifications to the plan may need to be made depending on the
outcome of the meeting with the City Council on April 1st.

Utilities: All lOts will be served by an on-site sewer system and private well.

Wetlands: Two distinct wetlands are identified within this proposed development on the Anoka
County half section maps and the National Wetland Inventory Map. The largest wetland is
[ocated in the northwest corner of the plat. This wetland includes some open water area. Both
these wetlands are under the jurisdiction of the LRRWMO.. The second wetland is located in the
southern portion of the plat and is roughly one acre in size. The parcel needs to be surveyed to
determine the extent of these wetlands and the presence of any additional wetlands on the
property.

Existing Homestead and Accessory Structures: An existing homestead and two accessory
structures currently exist on the subject project area. Due to the configuration of the subdivision,
the homestead will be located on Lot 1, Block 3 and the accessory structures are proposing to be
located on Lot 2, Block 3. it should be noted that the existing homestead will need to comply
with the R-i setbacks and the preliminary plat must verify compliance. The developer has stated
some interested in maintaining the accessory structures on Lot 2; Block 3. City Code states
construction of accessory structures are not permitted on a property prior to construction of a

I
i
I
I
I
I

I
I
I
I
I
I
I
I
I
I
I
I
