The Task Force is also working on compiling a year-end report that will <br />summarize the findings of the Task FOrce and provide copies of the reports used as part <br />of the Task Force's research. <br /> <br />Town center Zoning Districts/Design Standards <br />Principal Planner Trudgeon presented the latest draft of the zoning and design regulations <br />governing the Town Center (dated January 2, 2003) for Council information. The Town <br />Center zoning and design regulations are not finished at this point, but the Task Force <br />wanted to keep the City Council informed on where the ordinances are in the process. <br />Staff and the Task Force will be meeting with the representatives of the Ramsey Town <br />Center LLC to review the documents with them and listen to their suggestions regarding <br />the draft. Once they are able to do this, staff would propose that the City Council, <br />Planning Commission, and the Town Center Task Force hold a joint meeting to review <br />the Town Center Zoning Districts and Design Standards in greater detail. <br /> <br />Councilmember Kurak stated that she would prefer to see more "C's" across the board. <br />She noted that as currently drafted the only area a hospital would be permitted would be <br />on the other side of Armstrong Boulevard. She would prefer that there be a conditional <br />use permit process that could possibly permit certain uses in different areas. <br /> <br />Councilmember Cook stated that it might be important to have medical facilities inside <br />the Town Center, especially if there is going to be senior housing. <br /> <br />Principal Planner Trudgeon explained that a clinic or professional building would be <br />permitted with the Town Center, but not a hospital as it is currently written. <br /> <br />Ms. Hunter emphasized that this is why she felt it was very important to hold a work <br />session to discuss the details at length. <br /> <br />Councilmember Elvig stated that he thought the work sessions would be very beneficial. <br /> <br />Councilmember Strommen recommended that the Town Center Task Force meet with the <br />Enviromnental Policy Task Force to discuss some of the landscaping aspects. <br /> <br />City of Ramsey Town Center Concept Plan ("bubble plan") <br />Principal Planner Trudgeon stated that the Task Force has been working on creating a <br />concept plan that will show in very general terms where certain types of development <br />should be located within the Town Center site. The Task Force believes that the City of <br />Ramsey should have something of record that can guide the developer of the Town <br />Center on how the City envisions the Town Center site to be developed. The document is <br />not a precise or specific plan on how the Town Center should developed, but is intended <br />to be a flexible document that can be deviated from if desired by the City.
