Force reviewed the draft of the concept plan at their January 9, 2003 meeting. Staff <br />requested direction from the City Council regarding the concept plan. <br /> <br />Councilmember Elvig stated that one of the notions that came out early on is that the <br />water flowage through the Town Center would potentially mn to the northwest, possibly <br />up to Lake Itasca, which could become a walkway: <br /> <br />Councilmember Kurak replied that that is the natural drainage pattern for Lake Itasca to <br />drain onto Section 28. <br /> <br />Councilmember Cook inquired if the plan was meant to be a "loose" guideline for the <br />area. <br /> <br />Principal Planner Trudgeon replied yes. <br /> <br />Councilmember Kurak inquired as to how the "bubble plan" compared to the <br />Comprehensive Plan. <br /> <br />Principal Planner Trudgeon explained that the "bubble plan" is similar to what is in the <br />City's Comprehensive Plan. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to adopt the "bubble <br />plan" as a guide for further Town Center planning with the intent being that the document is <br />flexible. <br /> <br />Further discussion: Councilmember Strommen stated that a medium density of 4 units to 12 <br />units is quite a large range and she would like to tighten that' range in the future. Principal <br />Planner Trudgeon replied that that is something that can be addressed in the zoning districts as <br />they continue. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, <br />Zimmerman, and Strommen. Voting No: None. Abstained: Councilmember Kurak. <br /> <br />4) <br /> <br />Memorandum of Understanding <br />Principal Planner Trudgeon stated that staff has been preparing a draft of a Memorandum <br />of Understanding (a pre-development development agreement) that would be signed by <br />both the City of Ramsey and Ramsey Town Center LLC. Staff does not have a draft <br />prepared yet, but expects to have one shortly. Staff will forward the draft to the City <br />Council for their review and approval. It is expected that the Memorandum of <br />Understanding will include expectations of the developer and the City, will outline items <br />to be negotiated, and potentially require a financial surety provided by the developer. <br /> <br />City Council/January 14, 2003 <br /> Page 19 of 27 <br /> <br />P45 <br /> <br /> <br />
