Mayor Gamec stated that it is often easier to discuss certain issues when it is not on <br />television and often times people can't identify the difference between Council work <br />sessions and Council meetings. <br /> <br />City Administrator Norman noted that all meetings are open to the public. <br /> <br />Councilmember Kurak stated that she thinks that the work sessions should be on <br />television because not everyone can make it to a meeting. She noted that with the new <br />cable system the meetings will be identified on the as to what is being broadcast. She felt <br />that they would be taking a step backwards by taking the work session offtelevision. <br /> <br />Councilmember Cook stated that he really didn't care either way, but he does feel that <br />when the camera is on there is posturing, which he does not think they need in the work <br />sessions. <br /> <br />Councilmember Elvig inquired if there are other wOrk sessions in the State of Minnesota <br />that are televised. <br /> <br />City Administrator Norman replied that typically work sessions are not televised. <br /> <br />Councilmember Elvig inquired if them was a cost to the City for televising the meetings. <br /> <br />City Administrator Norman replied yes. <br /> <br />Councilmember Elvig agreed that there is posturing and delicate conversations that occur <br />during work session that are televised. <br /> <br />Councilmember Strommen stated that she has received several calls from people that do <br />watch the work sessions, and because it is a way to offer informatiOn to the community <br />she felt that they should be televised. <br /> <br />Councilmember Zimmerman stated that information is brought out during a work session <br />that leads up to why Council makes their decisions. <br /> <br />Councilmember Cook replied that people getting information from the work session tend <br />to get misinformation because they don't understand that decisions are not being made at <br />a work session, that it is only discussion. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Elvig, to: rescind the Council action of <br />November 14, 2000 dealing with Council work session cable casting, except when directed by <br />the Council, and develop a Council work session cablecast update program. <br /> <br />Further discussion: Councilmember Cook stated that he did not think that .people needed to <br />worry about anything happening in a work session that is underhanded.
