Increases in density <br /> may be allowed, provided that traffic patterns will not be adversely affected and that <br /> public facilities are adequate. <br /> <br />· Provisions for a minimum of 20% public open space and/or 50% private open space <br /> protected by adequate covenants running withthe land or by conveyances or dedications, <br /> <br />It doesn't appear that your plan for the property meets the intent and criteria for a PUD,' <br />especially the open space requirement. You have indicated that you donor have any intention of <br />dedicating any permanent open space, that you intend to subdivide the rest of your prOperty to its <br />ultimate density when sanitary sewer, and .municipal water are available to the site. The <br />alternatives at this point would be to request an amendment to the Comprehensive Plan to <br />provide for cluster developments on communal septic systems or subdivide the property in <br />accordance with the current 2.5 acre minimum lot size. <br /> <br />.Lot Sizes' The minimum lot size in the Rural Developing area is 2.5 acres. Your sketch plan <br />proposes urban sized lots at. a minimum of 10,800 square feet each. As stated above, to proceed <br />with the plan as proposed would require an amendment to the Comprehensive Plan and Zoning <br />Ordinances as the proposal does not meet the intent and criteria of a PUD. <br /> <br />Density: Net density for the subject property has been established at 1 unit per 2.5 acres, which <br />permits the development to develop I5 lots on the 37.i-acre parcel. The sketch is proposing to <br />develop 16 lots, which exceeds City Code requirements. <br /> <br />.Lot Dimensions: The minimum lot width is 200 feet in the Rural DeveloPing'area. In <br />accordance with your proposal for a cluster development of urban sized tots in anticipation of <br />sanitary sewer and municipal water eventually 'being extended to the property, you have <br />proposed 80 foot lot widths. <br /> <br />Rum River Scenic Overlay District: The subject property is located within the Rum River <br />Scenic District and subject to a 2.5 acre minimum lot size. The DNR will have to approve the <br />proposed deviation from the 2.5 acre lot size requirement. <br /> <br />Drainage: A drainage plan will be reviewed as part of the preliminary plat submittal. <br /> <br />Access to Lots: This development' is proposing access from Germanium Street N.W. The <br />proposed· street pattern includes two cul-de-sacs, with the terminal cul-de-sac proposed to' be <br />temporary until the roadway is extended' westward. The proposed' temporary cul-de-sac is <br />approximately 695 feet in length. This exceeds the 600 foot maximum cul-de-sac length <br />established in City Code. The cul-de-sac length can meet City Code by reducing the number, of <br />lots..
