40 <br /> <br />(3) <br /> <br /> Names and addresses on mailing labels of all the owners for .parcels under <br /> consideration and of all owners within five hundred'(500) feet. <br /> <br /> A written Statement of Consent of all owners 0f property within the P.0. D. <br /> boundaries. <br /> <br /> A general Statement of Concept explaining the land uses proposed 'in <br /> relationship to the Comprehensive Plan; public lands parks and open space, and <br /> their intended ownership; availability and timing of public utilities, tentative <br /> staging and sequence schedule; financial capabilities of proposed developer(s); <br /> other exhibits relating to land characteristics that will affect the Concept of <br /> Development. . <br /> <br />Review. The Planning Commission Staff shall submit a written review along with the <br />applicant's plans to the Planning Commission prior to their meeting to consider the <br />proposal. The review shall contain: <br /> <br /> Relationship of proposal to the surrounding neighborhood. <br /> <br /> Compliance with City Code and ordinances and the Comprehensive Plan. ' <br /> <br /> c. -A staff report including the following; requirements of the R.P.U.D. application, <br />remaining timeline and required actions, questions from staff regarding the compliance / issues <br />let~ to be dealt with, and a recommended action, <br /> <br />(4) <br /> <br />(5) <br /> <br />(6) <br /> <br />(7) <br /> <br />(8) <br /> <br />Public Meeting; Planning Commission. The Planning Commission shall hold an <br />informational public meeting (not the required public hearing) of all interested parties. <br />Property owners within five hundred (500) feet of the proposal shall be notified in <br />writing although failure of any such owner to receive notice shall not invalidate the: <br />proceedings. The property shall be posted with a notice of the date and place of the <br />meeting. The applicant shall be present to discuss the proposal and answer questions <br />concerning the proposal. <br /> <br />.Recommendation. The Planning Commission shall make its recommendations on the- <br />Concept Plan to 'the City Council within thirty (30) days of the informational meeting. <br /> <br />City 'Council. The City Council will take action on the Concept Plan. Approval of the - <br />Concept Plan shall be limited to the general acceptability of the land uses proposed and <br />their inter-relationship. Such action shall in: no way.bind the Council to subsequent ' <br />action on more detailed plans. · ' <br /> <br />Preliminary. Plan. If the Concept P~an is approved by the City Council, the applicant may <br />then' proceed to submit a. Preliminary Plan as described below. <br /> <br />Application. Application for a rezoning to'P,U.D, and a Conditional· Use Permit shall be.. <br />filed with the Planning Commission Staff together with the required number of copies <br />of the following plans and information: <br /> <br />All information required in the Subdivision Chapter for a Preliminary Plat. <br /> <br />b.
