Sketch Plan Review: The Village of Sunfish Lake <br />January 31, 2003 <br />Page 3 of 6 <br /> <br />pursuit of creating a "new urbanist" neighborhood, staff finds these lots sizes acceptable for <br />this particular development. However, ultimately a determination-by the City CounCil will <br />need to be made on whether these deviations from City Code are acceptable. <br /> <br />Grading and Drainage: The drainage' and grading plan submitted divides the development <br />into three distinct basins. An area in the northeast section of the plat directs runoff into a <br />pond constructed near an existing low area south of Sunwood Dr. An emergency overflow <br />from this pond into the storm sewer in Sunwood Dr. would be constructed at an elevation of <br />868.4 feet. <br /> <br />The majority of the subdivision's stormwater is proposed to be conveyed to a two cell pond <br />which will be constructed in the southwest corner of the subdivision. Th/s pond is shown to <br />have an emergency outlet to. a storm sewer in'Sunwood Drive which overflows into a <br />treatment pond and then to Sunfish Lake. The overflow is at a 863.07 elevation. <br /> <br />Finally, approximately 7 acres along the east and the southeast border of the plat are proposed <br />to be drained to an existing natural depression located on the border of the subdivision and <br />adjacent Chestnut Ridge 3~d Addition. Water quality treatment is' proposed to be provided <br />with a stormceptor manhole designed to remove certain sized sediment particles. This natural <br />Iow area is contained within an area having a large number of significant oak trees and lis <br />identified as a tree preservation area. There is currently an emergency overflow, for this <br />depression through the Chestnut Hills 2~a Addition elevation at elevation 866.0. <br /> <br />In order to protect this wooded basin, staff recommends rerouting the storm sewer proposedl <br />to serve this area into the southwestern stormwater ponds. With the proposed development, <br />approximately 2..8 acres on undeveloped area will drain to this area. Care should ~e taken to <br />maintain the existing hydrology of this depression. A/so, the elevation of the existing homes <br />surrounding this depression should be identified. A new emergency outflow' outlet for this <br />basin may required. <br /> <br />All wetlands within the site need to be identified and delineated and dedicated on the final plat <br />as drainage and utility easements. Any wetland filling ?r mitigation will' require permit action <br />by the Lower Rum River Water Management Organization. <br /> <br />A permit from the Lower Rum River Watershed Management Organization and the Minnesota <br />Pollution. Control Agency. will be required for drainage. The developer is responsible for <br />obtaining any and all permits required from other regulatory agencies: <br /> <br />The City has enacted an ordinance that requires, an elevation survey at the time of footing <br />inspection to ensure compliance with the approved grading, plan. No. grades shall be flatter <br />than 1%. Grades flatter than 2% will require a certificate of grading prior to an occupancy <br />permit being granted. <br /> <br />Staff has noted the following items on the grading and drainage plan should be corrected <br />and/or addressed: <br /> <br /> <br />
