CASE <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF RIVER PARK; <br />CASE OF DALE WIRZ <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Dale Wirz has applied for a sketch plan review to subdivide a portion of his 37 acre <br />homestead and nursery located on the east side of T.H. #47, across the highway from Fox <br />Ridge at about the 171st grid line. The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed sketch plan <br />City Staff Review Letter dated January 30, 2003 <br /> <br />Observations: <br /> <br />The property is zoned fbr single family residential uses and it is in the Rural Developing <br />District for which there is a minimum lot size of 2.5 acres. Mr. Wirz is proposing to <br />subdivide the eastern portion of his property into 16 urban-sized lots (10,800 square foot <br />minimum) that would be served by a communal septic system and well until sanitary <br />sewer and municipal water are available to the site. <br /> <br />Mr. Wirz' concept is to cluster the number of units that would be allowed with the 2.5 <br />acre standard by reducing the size of the lots to urban standards and congregating them in' <br />one small area of the property. Services would be provided with communal systems until <br />city sewer and water are available to the site. In the interim, Mr. Wirz would be able to <br />realize a return on his property equal to what he would gain if he subdivided into 2.5 acre <br />lots, and at the same time maintain some open space in which to continue his agricultural <br />uses. When City sewer and water did become available to the site, his intent would be to <br />connect the existing homes to the services and development the remainder of this <br />property to its ultimate density. <br /> <br />Under the.2.5 acre standard, a total of 15 lots would be allowed on the property, <br />including the. existing homestead. Mr. Wirz is currently proposing 17 lots, including the <br />homestead. The elimination of two lots is required, regardless if it is a straight 2.5 acre <br />subdivision ora cluster development. <br /> <br />In order for the City to be able to consider the proposed 'cluster' development, the <br />developer would either have to rezone the property to Planned Unit Development (PUD) <br />or request an amendment to the Comprehen.sive Plan and the Zoning Ordinances to. <br />establish some guidelines for cluster development.. In reviewing the sketch plan, Mr. <br />Wirz' plan does not appear to meet the criteria for a PUD, especially the 20%.public .or <br />50% private permanent open space requirements, as he intends to fully develop the <br />property when city sewer and water is available.
