Councilmember Zimmerman inquired if staffhad approved the plan. <br /> <br />Principal City Engineer Olson replied that the plan had not yet been approved, but itneeded only- <br />a few minor adjustments and they were planning on approving the plan tomorrow.,...- <br /> <br />City Attorney Goodrich replied that anything ready for approval can mo~e forward until the <br />ordinance is adopted. <br /> <br />Motion by Councilmember Zimmerman, seconded by Mayor G~d, ~to introduce Ordinance:~ <br />#02-I 0- to establish a 12 month development moratorium north of T.H. #10 and south of the <br />BNSF railroad from Ramsey's common border with Anoka'to the common border with Elk <br />Ri ver. ~'!-~?~' <br /> <br />Further discussion: Councilmember Zimmerman stated that he belie~'that there will be some <br />impact on the businesses, but he is obligated to protect f~ublic :safetY'and Highway #10 is <br />becoming more dangerous. Mayor Gamec stated that he would'l/kc to see the timetable moved <br />up for the sake of the citizens. Councilmember Hendriksen nOted, that after the ordinance is <br />adopted there is a 30-day waiting period before it becomes effective to al,t0w citizens the <br />opportunity to petition against the-decision and overturn the decision made::by the Council. <br />Councilmember Anderson stated that she was~ not comfortable with moving forward with the <br />moratorium at this time becaUSe, she-would 'like Io 'do it slower, but there will be three new <br />members on the Council that will need .some education on ~the process and for that reason she <br />will vote in favor of the motion. <br /> <br />Motion carried.
