After some discussion, the City Council tabled action-on the proposed preliminary prat in order ro 1) receive comments from Anoka County regarding access onto County Road 56 (Ramsey Blvd.) and 2) allow City Staff to review the wetland location and' the possibility of flooding on Lot 1, Block 1. Since that meeting, staff has received a review I letter from Jane Pemble of Anoka County regarding access issues for the plat. i.'In addition, City Staff visited the site to look at the location of the wetland and review the possibility of flooding of the lot. Review of the site indicated that the wetlands as shown on the,~plat are coizec~t!y located and that flooding of the house pad or the driveway .Is not a concern, staff recommended. · preliminary plat approval contingent on compliance with City Staff'geuiew Letter dated Augus~.i.:'~ ii~':~ I ' 29, 2002, revised September 17, 2002, revised October 4, 2002, revise&October 18, 2002, and Anoka County Highway Department review letter dated October 9, 2002. :' Principal City Engineer Olson noted that there is an .area where they ,are proposing a driveway ':~ directly across 157'~ wh~c~ will require them to cross .ia Smat:l ,portion o~... wetland., The developer l does have a WMO permit for the process, but they will also ihave to get an exemption from the WMO who has the rights to the wetland. The WMO feels that the exemption should be granted Ill since there is a 400 foot exemption and the plans indicate a 320 foot impact. Councilmember Hendriksen stated that he.had previously thought that they were-going'- to access the site via the old field road in which Case they would have been way in eXcess of 400 feet. 1 Principal City Engineer Olson agreed. - ~ - i · Councilmember Zimmerman inquired if the septic system on L°t"l will be on natural ground. Principal City Engineer Olson replied yes. She 1 inquired as to why that was not being done in this case. Principal Planner_Trudgeon replied that that will occur as part of final plat. I '-Motion by Councilmember Kurak, seconded by Councilmember Anderson, to adopt Resolution #02-010- ' - approving the preliminary plat of White Oak Addition, contingent on compliance with City staff review letter dated August 29, 2002, revised September 17, 2002, revised October 4, 2002, revised October l 8, 2002, and Anoka County Highway Department review letter dated 1 October 9, 2002: · Motion carried; Voting Yes: Mayor Gamec, and Councilmembers Kurak, Anderson, ,.Hendriksen, andZimmerman.
