We offer the following comments: <br /> <br />General: The proposed minor subdivision is a replat of the Schelkoph homestead that will <br />create two lots. Proposed Lot 1 is approximately 2.11 acres, and Proposed Lot 2 is approximately <br />2.60 acres. The main homestead is on proposed Lot 2 and will remain after subdivision. <br /> <br />Zoning: The property is zoned R-1 Residential and is located in the Central Rural Reserve Area. <br /> <br />Lot Sizes and Density: The current minimum lot size in the R-I Central Rural Reserve Area is <br />10 acres and minimum density is 4 units per 40 acres. The Board of Adjustment granted the <br />applicant a variance to both requirements at its August 29, 2002 meeting.. <br /> <br />Lot Dimensions: Both proposed'lots contain more than 200 feet of fr°ntage on a public road. A <br />resubdivision plan has been submitted showing a potential lot configuration that meets current <br />city standards, should sewer and water be extended to the site at some point in the furore. <br /> <br />Wetlands: A substantial portion of the property is wetland. Wetlands' wilt need to be delineated <br />on the final plat and encumbered with a drainage and utility easement. . <br /> <br />Drainage: A drainage and grading plan will not be required since no substantial'grading is <br />anticipated to accommodate one additional residence on Lot 1. However, the Property owner <br />must take responsibility for ensuring proper drainage away from the structure. <br /> <br />Access to Lots: Both lots are proposed to gain access· from 1.53rd Avenue NW at Ramsey Blvd. <br />The proposal will require review from Anoka County. Staff has not received comments from the <br />County on the sketch plan to date but is anticipating the County will require dedication of access <br />on Ramsey Blvd. to prohibit future accesses. <br /> <br />Utilities: All lots will be served by on-site sewer and water. Lot 1 is compriSed largely of <br />Hubbard coarse sands and sufficient areas of this soil~will allow for an original and replacement <br />soil absorption field. Lot 2 has been investigated by Art Donn, licensed septic designer. His <br /> <br />3-/· <br /> <br /> <br />
