I
I
I
I
I
I
I
I
I
I
I
I
I
I

CASE #:

PROPOSED ORDENANCE TO AMEND MAXIMIfM NUMBER OF PERMITTED
UNITS PElt BUILDI2NG IN R-2 RESIDENTIAL DISTRICT
By: Patrick Trudgeon, PrinCipal Planner,
Amy Geisler, Community Development Intern

Background:

City Code states multiple dwelling units (including duplexes, twinhomes, toWnhomes, and
apartment buildings) in the R-2 Residential District shall contain no more than 10 units per
building. Allstate Development LLC is requesting an' amendment to increase the number of
housing units that can be contained in a building located in the R-2 District. Allstate
Development would like to construct a townhome development with 16-unit buildings as part of
the Villas at Meadow Point subdivision.

Observations:

As mentioned above, the new R-2 Zoning District limits the number of units in a building to-10.
The previous ordinance governing medium density residential district had no cap on the number
of units allowed per building. For your information, the new high density district (R-3) has no
cap on the number of units per building.

Staff contacted several neighboring cities regarding caps on building size (in terms of units per
building) in their medium density residential districts.

Anoka 10 units per acre None 25 units per acre None
'Andover 5 units per acre 8 12 units per acre 24
Blaine 10 units per acre 6 20 units per ~.cre 6
Champlin 12 units per acre 12 18 units per acre None
Coon Rapids 7 units per acre 8 No cap None
Elk River 7 units per acre 8 17 units per acre None
Fridley 8 units per acre None 17 units per acre None

As can be seen from the above table, surrounding cities define medium and high density areas
differently, so it is difficult to find a perfect "apple to apple" comparison. Coon Rapids and Elk
River, communities that define medium density similar to Ramsey (7 units per acre), allow for
only 8-unit buildings. .~

77
