On October 10, <br />2002, the Planning Commission reviewed a draft ordinance allowing up to I6 units per building <br />in R-2 Zoning Districts through a Conditional Use Permit process that required certain design <br />standards.- At the same meeting, the proposer of the Zoning Amendment, Kevin McOhee <br />show.ed the Planning Commission pictures of examples of 16-unit buildings in Golden Valley.. <br />The Planning Commission instructed staffto do some more research about criteria that should be <br />contained in design standards if the City would be willing to consider a 16-unit townhome <br />building. The Planning Commission indicated that they would like to see some mandatory <br />screening when these units are allowed and the provision of additional green space in 16-unit <br />developments. <br /> <br />The Planning Commission also asked for further information regarding the Golden Valley <br />development, Wesley Commons, that contained 16-unit buildings. The units are contained in an <br />area designated for high density residential units, which in Golden Valley means 15-2'7 units per <br />acre. The buildings contain 16 toWnhome units with one-level living. The 48 "stacked flats" in <br />Wesley Commons are located roughly in an.area of about 4 acres, making the density of the Units <br />about 12 units per acre. Overall, the Wesley Commons Development is about I5 residential <br />units per acre. Obviously, as you "stack" units, the density in the immediate area will increase as <br />smaller land area will be needed to accommodate those units versus conventional townhome <br />developments. It should also be mentioned that in Ramsey, we take into account only the net <br />.density of the whole site and not specific areas. <br /> <br />In response to the October 10, 2002 Planning Commission, staff has revised the draft ordinance. <br />Below are the highlights of the revised ordinance. (The last two bullet points have been added as <br />a result of comments at the October I0, 2002 Planning Commission. <br /> <br />Each multi-unit structure provides at least two underground parking stalls for each unit. The <br />use of surface parking for residents is prohibited. On-street guest parking is permitted. <br />Each multi-unit structure shall contain elevators. <br />Each multi-unit structure shall be comprised of high-quality maintenance free exterior <br />materials (not aluminum or vinyl siding); all exteriors shall be comprised of at least 25% <br />brick, stone, or stucco materials; and have varied and unique architectural features. <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />! <br /> <br /> <br />
