EXECUTIVE SUMMARY <br />This Winter Market feasibility study reviews whether and under what <br />conditions a winter market may be viable in Ramsey. Based on the market scan, <br />comparable events, and the models reviewed, winter market activities may be <br />considered well represented in Ramsey and the surrounding area, however they <br />vary greatly on scope and quality. Additionally, if the City wishes to pursue a <br />winter market, options vary significantly in staffing requirements, infrastructure, <br />cost, and overall return on investment. Smaller add -on models present lower <br />operational barriers, while medium- and large-scale markets require substantially <br />greater lead time, facilities, funding, and staffing support. This report is intended <br />to provide Council with a high-level overview of those tradeoffs and a framework. <br />Direction is requested on whether to take no further action, narrow the focus to a <br />specific model, identify available resources, and/or pursue additional evaluation <br />for a future market. <br />
