Model C2:
Season Long Market with Infrastructure Investment
A large-scale recurring outdoor winter market modeled after European -style holiday markets, with
semi -permanent or reusable vendor huts located along a public walkway, trail corridor, or park setting.
This model reflects the concept of creating a walkable winter market experience where attendees stroll
from booth to booth, purchase food or warm beverages, shop from vendors, and enjoy a festive outdoor
environment.
This option would require the highest upfront investment, particularly if the City purchases or
builds vendor huts. However, the huts could potentially be reused year after year and rented to vendors,
creating a longer -term event asset and potential revenue source.
Feasibility Considerations
This model would require a significant Year 1 investment before the event could potentially generate
meaningful revenue. The City would need to account for transportation, storage, maintenance, repair, setup,
takedown, snow removal, power access, lighting, insurance, and staff time. Its impact of resources and
visibility could be compared to a cross between Happy Days and a Farmers Market.
While facility rental costs may be reduced or eliminated by using park land, savings would likely
be replaced by higher infrastructure and operations costs. The outdoor setting would require planning
for weather, accessibility, power, restrooms, warming areas, parking, emergency access, snow, as well as
potential infrastructure investment to support a large scale impacts.
This model carries financial risk as vendor fees may not be high enough in the first few years to
recover the upfront investment. Vendors may be hesitant to pay premium booth rental rates until the event
has a proven attendance and sales history.
24 City of Ramsey / Winter Market Feasibility Study
