Preliminary Plat Review: Evergreen Point Townhomes
April 26, 2002

City has engaged the services of SRF to do a traffic noise level study On several pending
residential proposals along T.H. #47. A 1 O-foot sound wall or a combination .ofberming and
sound wall must be completed as part of this development.

I0. Tree PreserVation Plan: The Landscape Plan identifies e,,dsting tree stands, but it does not
identify tree removal limits. At the time. of final plat approval, the final Grading Plan should
identify existing tree cover, the removal limks, and location of tree sax~e fences. The
Landscape Plan will be reviewed in detail as part of .the site plan review process for the
townhome development.

11.

12.

I3.

14.

Stormwater Mana_.qement Fee: The current st'ormwater m/~nagement, fee is $.375 per unit and
is due at the City prior to recording the final plat.

Park Dedication: At the time of sketch plan review, the Park Commission recommended that
park dedication be satisfied with" a cash payment. The current cash rate is $1700 per unit.
The Commission also recommended that the Developer identify some private recreational
space as part of this' townhome development. That area is shown being located around the
southern wetland and near the proposed stormwater pond along with a private trail.

Trails and Trail Fees: The trail fees due prior to plat recording are $400. per unit.' A trail
would be required parallel tO T.H. #47 but it would be' difficult to construct because 6f the
wetland at the north end. of the plat. As an alternative, the preliminary plat proposes to
construct the trail along Fluorine Street N.W., which may continue west through Sunflower
P,.idge and then turn north through Wildlife Sanctuary and eventually back out to #47. An
alternative and perhaps better mute would be to have the trail deviate northwesterly, froTM
Fluorine Street at the first driveway collector, on the west side of the first wetland and then
generally along .the west edge of the plat, adjacent-to the sedimentation pond and small
wetland. From there k would cross the road and enter Wildlife Sanctuary 3rd Addkion,
adjacent to that large wetland. This alignment would reduce trail conflicts with private yard
space and benefit' Sunflower Ridge residents to the west. The Park Commission has been
reviewing potential trail corridors and will continue to work with you to identify a mutually
beneficial trail location. A trail is also proposed to be provided along the north side of Alpine
Drive from the east plat boundary to the west plat boundary. Neither of these trails are trail
fee credit eligible. The development agreement will require that the trails be dedicated to the
City in a separate recordable document.

Sidewalks: Sidewalks are required along one side of all non-cul-de-sac streets. The
preliminary plat identifies a sidewalk along the west. side of Germanium Street. A trail,'
rather than a sidewalk, is proposed along Fluorine Street in lieu of a trail parallel to TH. #47.
Please refer to the Trail paragraph above for additional comments.

185
