REQUEST FOR SITE PLAN REVIt;W OF EVERGREEN POINT;
CASE OF EDINA DEVELOPMENT
By: Patrick Trudgeon, Principal Planner

Background:

Edina Development has applied for site plan re,Aew to develop 110 townhomes on the property
located west of I-Iighway #47 and north of Alpine Drive N.W. The following items.are enclosed:

a) Site.Location Map
b) Site Plan (Preliminary Plat) and Landscape Plan
c) Draft Planning Commission Minutes dated April 4, 2002
d) City StaffReviewLetter dated April 26, 2002

Notification:

Site Plans are not required to be subjected to a public hearing, however the proposed
development also requires a subdivision. Area property owners are aware of the proposed
development because of notices sent out for the prelim/nary plat public 'hearing, also to be
reviewed on May 2, 2002.

Observations:

The property is approximately 24.11 acres in size. The property is currently completing the
process to be zoned R-3 Urban Residential, which allows for medium density residential
development at a density not to exceed 7 units per acre. The net density (subtracting Alpine
Drive and T.H. #47 road fight-of-ways and wetlands) is 6.8 units per acre. The proposed
townhomes consist of four and six unit structure~.

· In accordance with the newly adopted street policy for multiple residential developments and
suggestions from City Staff, Planning Commission and City Council, the units will receive access
from a combination of public streets and private driveway collectors. All of the driveways are at
least 25 feet in length and do not exceed the 20 foot width restriction at the street. City Code
requires a minimum of 280 off-street parking spaces and 439 are proposed within garages,
driveways and parking nodes. Cky code requires that garages be at least 240 Square feet in size.
The double garages proposed are 324 square feet and the single garages are 252 square feet.

Lot coverage is restricted to 35% and the coverage in the project is approximately 13°/'o. The
structures on private streets meet the 25 foot setback established in the new private street policy.
The structures on the public streets are also proposed to be set back 25 feet fi-om the back of curb
rather than 35 feet from the road right-of-way line. The applicant has applied for a variance to the
setback on the public streets.

187
