We will be utilizing the Prelim/nary Plat <br />(Sheet 1 of 6) dated February 12, 2002, revision date April 18, 2002, prepared by John Oliver & <br />Associates, Inc. As part of site plan approval, City Staff will also be reviewing the Landscape <br />Plan (Sheets 5 and 6), dated February 12, 2002, revision date April 18, 2002. The Grading Plan. <br />and the Utility Plan will be reviewed as part of the preliminary plat approval process. We offer <br />the following comments: <br /> <br />1. General: The site is appro.ximately 24 acres in size and is proposed to be developed with 1 l0 <br /> for-sale townhomes. <br /> <br />2. Zoning: The subject property is zoned B-1 and B-2 Business. At the Applicant's request, the <br /> City processed an amendment to .the Comprehensive Plan to change the land use from places <br /> to shop to medium density residential. City Council approved the land Use change on January <br /> 22, 2002, and the amendment has been forwarded to Metropolkan Council for approval. On <br /> January 22, 2002, the City Council also introduced .an ordinance to rezone the property to R-3 <br /> Urban Residential, which will allow for development of up to 7 dwelling units per acre. The <br /> City of Ramsey has received notification from Metropolkan Council that they have approved <br /> the proposed Comprehensive Plan and staffwill be bringing forward the rezoning ordinance to <br /> a future City Council meeting for adoption. <br /> <br />3. Lot Coverage: Lot coverage (buildings) is restricted to 35%, which is 367,581 square feet in <br /> this case. The proposed building ccverage on the .subject property is approximately 13%. <br /> <br />Structure Setbacks: The current minimum setbaCks in the R-3 Urban Residential District are <br />35 foot front yard (on public streets), 15 foot side'yard, and 25-40 foot rear yard.
