CASE #':' ~ <br /> <br />REQUEST FOR PRELIMI2NARY PLAT REVIEW OF SUNFLOWER RIDGE; <br />CASE OF OAKWOOD LAND DEVELOPMENT <br /> By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Oakwood Land Development has applied for preliminary plat approval of a t°wnhome <br />development proposed to be named Sunflower Ridge. The property is generally located north of <br />Alpine Drive and west of T.H. #47. The following items are enclosed for your review: <br /> <br />a) <br />b) <br />o) <br />d) <br />e) <br /> <br />Site location map <br />Proposed preliminary plat, grading plan, utility plan <br />Traffic Analysis dated April 15, 2002 prepared by Hakans0n Anderson <br />Draft Planning Commission meeting minutes dated April 4, 2002 · <br />City Staff Review Letter dated April 24.2002 <br /> <br />Notification: <br /> <br />State statute requires notification of preliminary plat public hearing to owners of'property located <br />within 350 feet of the subject property. Staff attempted to notify property owners within 700 feet <br />of the subject property. <br /> <br />Observations: <br /> <br />The property is currently zoned a combination Of B-1 and B-2 Business. City CoUncil and <br />Metropolitan Council recently approved a 2002 Amendment to the Comprehensive Plan that <br />changes the preferred land use from iow density residential to medium density residential. A <br />public hearing to rezone the property to R-3 Urban Residential has been scheduled for May' 2na <br />also and will permit development of the property at a net density not to exceed 7 units per acre. <br /> <br />The ~r~pl~rty is approximately '18.6 acres in size. The-sketch plan proposed 131 units; the <br />preliminary plat is proposing 126 units, which equates to a net density of 6.9 units per acre when <br />the wetlands are factored out. The total number of units proposed may be impacted by the site <br />plan review. <br /> <br />Interpretation of lot size requirements in the current R,3 Urban Residential standards require a <br />total lot area of 644,000 square feet for the 126 units proposed; the parcel is 812,394 square feet <br />in area. <br /> <br />In accordance with the new private street policy, the sketch plan is proposing a main public street' <br />through the project area and it extends north off' of Alpine Drive and continues to the north <br />boundary of the plat, providing access to the north. There are also two public street extensions to <br /> <br /> <br />
