Councilmember Peters introduced the following resolution and moved for its adoption:

<br />
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 1 TO NORTH VALLEY, INC.
<br />FOR COUNTRYSIDE ESTATES STREET RECONSTRUCTIONS, IMPROVEMENT
<br />PROJECT #26-04
<br />
<br />WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Countryside
<br />Estates subdivision as identified within the 2026 – 2035 Capital Improvement Plan; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-082, adopted April 22,
<br />2025, the City Council accepted and awarded the proposal to Bolton & Menk for topographic
<br />survey of the project area in the amount of $14,528.50; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-101, adopted May 13,
<br />2025, the City Council accepted and awarded the proposal to Independent Testing Technologies,
<br />Inc. for geotechnical survey of the project area in the amount of $15,175.00; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-138, adopted June 24,
<br />2025, the City Council ordered the City Engineer to prepare plans and specifications for
<br />Countryside Estates Street Reconstructions, Improvement Project #26-04; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-207, adopted September 9,
<br />2025, a contract was awarded to Independent Testing Technologies, Inc. for additional
<br />Geotechnical services in the amount of $4,930.00; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-207, adopted September 9,
<br />2025, a contract was awarded to Bolton & Menk, Inc. for additional topographic survey in the
<br />amount of $5,464.00; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-009, adopted on January
<br />13, 2026, the City Council approved final plans and specifications as prepared by the City Engineer
<br />and authorized advertisement for bids for the same improvements; and
<br />
<br />WHEREAS, proposals were received for Construction Staking from Bolton & Menk, Inc.
<br />for said improvements in the amount of $64,116.00; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-048, adopted February 24,
<br />2026, a contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of
<br />$1,659,058.61 for said improvements; and
<br />
<br /> WHEREAS, as of June 23, 2026 $0.00 has been paid to date; and
<br />
<br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 1 to North Valley, Inc. of Nowthen, Minnesota, for improvement
<br />project #26-04, Countryside Estates Street Reconstructions, in the amount of $388,140.15.
