REQUEST FOR REvISED SITE PLAN APPROVAL; <br />CASE OF AIRGAS NORTH CENTRAL, INC. <br /> By: Zoning Administrator Sylvia Frolik and <br /> <br />CASE# <br /> <br />Background: <br /> <br />The City of Ramsey received a revised site plan for the new Airgas North Central (formerly <br />known as Northern Airgas) facility proposed for Lot 1, Block 1, Business Park 95 7th Addition. <br />The City Council approved the previous site plan on October 28, 1997, with some additions <br />suggested by staff and the Planning Commission. Listed under 'Observations' is a summary of <br />the changes. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Revised site plan <br />City Staff Review Letter dated April 3, 1998 <br /> <br />Notification: <br /> <br />Site plans are not subject to public hearings. <br /> <br />Observations: <br /> <br />The new plan shows an increase in the office/warehouse building size from 29,336 square feet to <br />31,372 square feet (+ 2,036 sq. ft). The acetylene plant is now shown as a future addition, and is <br />reduced in size from 11,440 square feet to 11,156 square feet (~ 284 sq. ft). A separate site plan <br />review process will be required when the acetylene plant is constructed. The maximum lot <br />coverage is proposed at 55%, which is in compliance witl~ the 85% restriction in the Park <br />covenants. <br /> <br />The previous plan showed that the separation between the two accesses on Radium Street would <br />be 100 feet apart. Staff stated then that the recommended separation is 150 feet, but that 100 feet <br />is acceptable in order that the northernmost access will align with the drive on the west side of <br />Radium Street. The new plan shows that the separation has been reduced from 100 feet to 80 <br />feet (- 20 feet) and this modification is subject to the approval of the City Engineer. <br /> <br />City Code restricts building height to 35 feet. The warehouse portion in the previous plan was to <br />be 42'6" from grade and the applicant received a variance to height restrictions from the Board <br />of Adjustment. The new plan shows the building will not exceed 28 feet, a reduction of 14'6", <br />and a height variance is no longer required. <br /> <br />City Code also restricts accessory buildings to 30% of the area of the principal building unless <br />otherwise approved by Council. The accessory building in the new plan is 35.6% of the area of <br />the principal building. This is a reduction from the 39% (- 3.4%) shown in the previous plan. <br />Staff again recommends approval of the slight overage in accessory building size when it is <br />constructed. <br /> <br /> <br />
