City Engineer Jankowski indicated the remaining trail crossings include the following nine •
locations: CR 116 /Sunwood Dr; CR 116/Rhinestone St; CR 116/Town Center Dr; CR
11.6 /Zeolite St; CR .56/E. Ramsey Pkwy; CR 57 /Sunwood Dr; CR 57/153 La; CR 57 /Sodium
St; CSAH 5 /Alpine Dr. Mr. Jankowski advised there are also a number of locations where the
City's proposed trail system will cross County highways, at locations other than at intersections..
The listing of these locations is as follows: CSAH 5 /CD #3; CSAH 5/Trott Brook; CR 56 /CD
#3; CR 56 /Titterud Park; CR 83 /Trott Brook; CR 83/Power line n/o 176 Ave. Mr. Jankowski
advised the cost of placing pavement markings, pedestrian crossing and advance pedestrian
crossing signs would be $1,100 per crossing.
Councilmember Cook requested clarification that the City requests a crosswalk and the County
determines whether the warrants are met:
City Engineer Jankowski advised the County will likely want the City to look at trying to avoid
the proliferation of crosswalks. Eventually there will be trails throughout the City with potential .
crossings. He suggested a plan be developed with crossings a part of required improvements
with developments.
Chairperson Elvig questioned the effectiveness of the crosswalks. He noted in some states he
sees drivers that always. stop at a crosswalk, but in Minnesota traffic does not stop for
crosswalks. It is almost dangerous to put the crosswalks in and expect people to abide by it
when the motorists do not.
Ci ty Engineer Jankowski indicated this is why the crosswalks should be used sparingly. •
g
Councilmember Cook stressed the need to consider pedestrian underpasses at trail crossings
located at high traffic areas. He suggested the Park Board weigh in on this topic.
Chairperson Elvig suggested a comprehensive map of pedestrian underpass locations be
presented to the Park Board for review.
The Committee discussed possible locations for pedestrian underpasses.
Consensus of the Committee was to direct staff to draft a comprehensive map of possible
locations for trail crossings and pedestrian underpasses to be presented to the Park Board for
review prior to further - discussion by the Public Works Committee.
COMMITTEE INPUT
Discuss 167 MSA Alignment
City Engineer Jankowski indicated when the Brookfield subdivision was platted there was a
decision made to route the 167 Avenue collector street to the south with a general alignment
that was thought to be feasible. Mr. Peterson of Oakwood Land Development has property
rights to a couple of the properties that are needed for the alignment; there is a total of four •
parcels that require acquisition for the road alignment. Mr. Jankowski presented a map depicting
Public Works Committee / October 17, 2006
Page 8 of 11
—104—
