the parcels acquired by Mr. Peterson and the possible subdivision. Mr. Jankowski indicated Mr. <br />Peterson has approached the City Planning Department with a request for consideration of <br />platting certain lots; in consideration of that Mr. Peterson would dedicate right -of -way for 167 <br />Avenue. Mr. Jankowski noted there are some issues with the platting process that would require <br />variances. <br />Chairperson Elvig noted this will be an MSA route and inquired about the speed the turn in the <br />alignment would allow. <br />City Engineer Jankowski indicated if the center of this area develops as urban, which is the <br />vision, they would want to be sure that the speed limit is 30 or 35 mph. <br />Mr. John Peterson, Oakwood Land Development, stated he believes the road was designed for a <br />35 mph speed limit, which he needs to confirm: His goal is not to create new lots or new houses; <br />he is simply trying to give the City the right -of -way and secondly to make the lots of the three. <br />existing houses normal City sewer and water lots; the balance of the land could be outlots that <br />could be incorporated into other developments. The three existing houses are being rented and <br />he would like to be able to sell them as owner occupied homes. He indicated there is one house <br />in the proposed road alignment that would need to be taken down. <br />Chairperson Elvig noted the variances and lots would be more of a policy issue for the Council <br />to consider. As far as the route for the road, this is the best alternative he has seen short of <br />having to displace a lot of people. <br />Public Works Director Olson indicated there is currently a 66 foot drainage and utility easement <br />in place, but there is not a road easement, which is needed to build the road. This would be an <br />MSA road, which would require the right -of -way to be a little wider than shown. The other <br />concern is that the lot shown on Jaspar Street assumes that land can be vacated and dedicated . <br />back to Oakwood Land Development. <br />Assistant Community Development Director Frolik advised if this project proceeds there will be <br />several zoning issues to address. <br />Councilmember Cook stated this is a good project and well worthwhile. From the standpoint of <br />the Public Works Committee the project should proceed. <br />Mr. Jim Overtoom, resident, stated this is a great concept to make this a safer area and calm the <br />traffic. <br />Consensus of the Committee was to move the 167 Alignment forward and pursue it as a plan. <br />Whistle Free Zones <br />Councilmember Cook indicated he received a call from a resident in Northfork regarding three or <br />four residents that are working together to try to get an upgrade at the Alpine Drive Railroad <br />Public Works Committee/ October 17, 2006 <br />Page 9 of 11 <br />—105— <br />
