• <br />February 22, 2007 <br />Mr. Mark Kretchmer <br />Passe Engineering Inc. <br />1611 County Highway 10 ONE <br />Minneapolis, MN 55432 <br />Re: 167 Avenue Alignment <br />Dear Mr. Kretchmer, <br />I have reviewed the documents which Mr. John Peterson of Oakwood Land Development <br />supplied relative to a proposal to create parcels in the southern half of sections 9 and 10. <br />The purpose of these documents are to create both right of way for the extension of 167 <br />Avenue as a collector street and to retain certain existing residential parcels along with <br />parcels available for future subdivision when sewer and water is extended to the area. <br />• I offer the following observations and comments on the four parcels which are P P ro osed <br />to be dedicated to the city for right of way and drainage and utility purposes. For your <br />reference I am attaching three figures to assist in describing the following comments: <br />Proposed 167" Avenue Alignment through Gerbert's Addition — This parcel contains an <br />80 foot right of way which would accommodate a 35 mile per hour design speed <br />alignment for the collector roadway. This parcel contains approximately half of the right <br />of way needed to reali�n 167 Avenue as a collector street between 167 Avenue & <br />Garnet Street and 166 Avenue & Jaspar Street. This segment can not be constructed <br />without additional property from the Morse parcel. <br />Jaspar Street Parcels to allow for the conversion to a cul de sac — These two parcels <br />would allow for the northernmost 350 feet of Jaspar Street to be realigned into a cul de <br />sac segment connecting to the realigned 167 Avenue. This conversion can not occur <br />without additional property from the Morse and Lemkau parcels. <br />166` Avenue Extension provided between Quartz. Street and the McDonald Property — <br />This parcel contains an 80 foot right of way which would accommodate a 35 mile per <br />hour design speed alignment for the collector roadway which is consistent with MSA <br />standards. The following comments and observations are offered: <br />• This alignment would create an intersection skew for Quartz Street with 166 <br />Avenue of approximately 18 degrees from perpendicular which is acceptable. <br />
