General Development Standards. All development within the <br />Town Center District shall meet the Ramsey Town Center Development Guidelines that <br />are incorporated into this ordinance by reference. These standards will be used by the <br />City as the minimum requirements for evaluating development proposals and site plans. <br />However, the standards are not intended to restrict creativity in design. An applicant may <br />request modification or waiver of any standard in favor of an alternate approach that will <br />achieve the same design objective. <br />Subd. 6. Parking Standards. Parking in the Town Center District is <br />intended to be shared to the greatest extent practicable in all mixed -use areas: The <br />parking standards are intended to provide a practical basis for providing adequate parking <br />within the Town Center District through a careful analysis of uses, shared parking <br />arrangements, use of public street parking and reduction allowances for the proximity to <br />the transit station. A Parking Plan shall be prepared as part of the Development Plan to <br />address the number, location, sharing arrangements, and public use when applicable. The <br />Parking Plan shall also attempt to anticipate to the extent possible, how to address longer <br />term parking arrangements if the possibility of use conversion or building expansion <br />exists.
