•
CASE # b
ADOPT TRUNK HIGHWAY 10 ACCESS MANAGEMENT STUDY
By: Leonard Linton, Civil Engineer II
Background:
The City and Anoka County entered into a Joint Powers Agreement to study access on
Trunk Highway 10 in 2005. The parties were successful in obtaining a $200,000 federal
grant to help fund the study. The City and County agreed splitting the remaining $50,000.
The funding source for the $25,000 City share is the Public Improvement Revolving
Fund. Subsequently a request for proposal (RFP) for the Trunk Highway 10 Access
Management Study was sent to qualified Consultants. The City and the' County selected
the firm of SEH to perform the study in conjunction with the Tinklenberg Group.
The study is complete and the results were presented at the February 20, 2007 work
session. The Council requested that the study be brought forward for adoption.
Funding Source:
This study was funded from the Public Improvement Revolving Fund. The future work
recommended in the Study will require significant investment. Federal grants can be
• sought for most of the work, the grants have an 80/20 % component whereby 80% of the
cost is covered by the federal grant, the remainder is covered by local funds. The source
of the local share will need to be included in the Budget as phases are identified and
approved.
Staff Recommendation:
Staff recommends adoption of the Trunk Highway 10 Access Management Study dated
February 2007 prepared by The Tinklenberg Group, RANI Engineering and SEH.
Council Action:
Motion to adopt resolution 07- 02 -XXX accepting Trunk Highway 10 Access
Management Study dated February 2007 prepared by The Tinklenberg Group, RANI
Engineering and SEH.
Reviewed by:
Interim City Administrator
Director of Public Works/ Principal City Engineer
• CC: 2/27/07_
-159-
