All six goals are considered to be of high- priority significance <br />to the city. <br />B. Basic Operating Principles <br />During the goal- setting discussions, participants occasionally will identify a <br />proposed goal, which upon further review represents a statement of principle or <br />practice to which the city is committed in its continuous pursuit of excellence in <br />leadership and management. The following two Basic Operating Principles were <br />identified: <br />• Working cooperatively with the school districts to ensure the availability of <br />required school facilities within the Ramsey community. <br />• Pursuing public - private partnerships and grants from foundations and other <br />sources as a means of providing funds for municipal capital and operating <br />requirements. <br />LJ <br />—81_ <br />
