5. 11. <br />CC Regular Session <br />Meeting Date: 07/14/2026 <br />Primary Strategic Plan Initiative: Not Applicable <br />Title: <br />Adopt Resolution #26-160A Voice of Hope Flow Monitoring Agreement <br />Purpose/Background: <br />The septic system designer and licensed installer have determined that there is no sufficient space to accommodate the septic <br />tank capacity required under Minnesota Rules Chapter 7081.0130 when using the standard design flow calculations. <br />Minnesota Rules Chapter 7080.1930 provides an alternative method for determining design flow by allowing the use of <br />actual water flow measurements in lieu of the prescriptive design flows established in Chapter 7081.0130. This approach is <br />intended to more accurately reflect the wastewater generated by a specific facility when appropriate documentation is <br />available. Due to the site's physical constraints, the property owner, septic system designer, licensed installer, City <br />inspectors, and City staff have agreed that monitoring and documenting the church's actual water usage is the most <br />appropriate method for determining the design flow for the replacement septic system. The City's water meter will be used to <br />collect flow data over an established monitoring period, and the system will be designed based on the measured wastewater <br />flow in accordance with applicable Minnesota Rules. The agreement also requires that if the use or occupancy of the church <br />changes in the future in a manner that could increase wastewater generation, the wastewater flows will be reevaluated.
