ONSITE WASTEWATER TREATMENT SYSTEM COMPLIANCE AGREEMENT <br />THIS ONSITE WASTEWATER TREATMENT SYSTEM COMPLIANCE <br />AGREEMENT ("Agreement") is entered into as of the day of , 2026, by and <br />between the City of Ramsey, Minnesota, a Minnesota municipal corporation ("City"), and Voice <br />of Hope Church, a Minnesota nonprofit corporation ("Owner"). <br />RECITALS <br />WHEREAS, the Owner operates a church facility located at 15620 Armstrong Boulevard NW, <br />Ramsey, MN 55303 ("Facility"), which is served by an onsite wastewater treatment system <br />("OWTS"); and LOT 1 BLK 1 VOICE OF HOPE CHURCH ADD, SUBJ TO EASE OF REC <br />WHEREAS, the City is responsible for the administration and enforcement of applicable <br />OWTS regulations, including Minnesota Rules Chapters 7080 through 7083; and <br />WHEREAS, the City and Owner desire to verify wastewater flows generated by the <br />Facility in accordance with Minnesota Rules Chapter 7081.0130 and to ensure that the existing <br />OWTS is adequately sized for the actual use of the facility. <br />NOW, THEREFORE, in consideration of the mutual covenants and agreements <br />contained herein, the parties agree as follows: <br />1. PURPOSE <br />(A) The purpose of this Agreement is to establish procedures for monitoring water <br />usage at the Facility and to identify actions required if measured flows exceed the <br />design capacity of the existing OWTS. <br />2. FLOW MONITORING REQUIREMENTS <br />(A) The Owner shall monitor water usage for a period of three (3) consecutive <br />months. <br />
