5. 10. <br />CC Regular Session <br />Meeting Date: <br />07/14/2026 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />Title: <br />Adopt Resolution #26-160 Approving Plans and Specifications and Authorizing Advertisement for Bids for 2026 MSA <br />Pavement Overlay Improvements, Improvement Project #26-02 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #26-160 approving plans and specifications and authoring advertisement for <br />bids for 2026 MSA Pavement Overlay Improvements, Improvement Project #26-02. <br />Background: <br />The 2026 — 2035 Capital Improvement Plan (CIP) identifies mill and overlay of 173rd Avenue and 175th Avenue between <br />Armstrong Boulevard (CSAH 83) and Nowthen Boulevard (CSAH 5) in 2026. A street segment summary for the project is <br />attached to this case. <br />Project History <br />• On April 22, 2025, the Ramsey City Council adopted Resolution #25-082, accepting and awarding a proposal to <br />Hakanson Anderson for topographic survey and wetland delineation of the project area. <br />• May 13, 2025, the Ramsey City Council adopted Resolution #25-101, accepting and awarding a proposal to <br />Independent Testing Technologies for a geotechnical report of the project area. <br />• June 17, 2025, the Ramsey Public Works Committee recommended City Council order plans and specifications for <br />said improvements. <br />• June 24, 2025, the Ramsey City Council adopted Resolution #25-136, ordering plans and specifications for said <br />improvements. <br />• June 18, 2026, the Lower Rum River Watershed Management Organization took action to conditionally approve the <br />wetland boundaries and types. <br />Overall Proiect Scone <br />This project proposes to mill and overlay 173rd Avenue and 175th Avenue between Armstrong Boulevard (CSAH 83) and <br />Nowthen Boulevard (CSAH 5). This is a 32-foot-wide rural section street, totaling 3.05 miles in length. The Average Daily <br />Traffic (ADT) is between 800 and 1,200 and the speed limit is 55 mph. 173rd Avenue and 175th Avenue are Municipal State <br />Aid (MSA) streets and must conform to MSA design standards, including meeting 10-ton pavement design standards and <br />minimum lane widths. In general improvements are proposed to include a 1.5-inch mill and overlay, with pavement <br />markings being re -placed in -kind. <br />Soil Corrections <br />173rd Avenue between Puma Street and Iguana Street (approximately 0.48 miles in length) crosses wetland and County <br />Ditch No.51. In the low areas the outside wheel paths have broken up and been filled with additional bituminous. City staff <br />has lowered this road to a 7-ton capacity due to the pavement condition. <br />During design staff obtained a geotechnical report for this area and found the pavement section was placed over directly over <br />peat, which is considered very poor soil for pavement support. To address this the pavement and aggregate will be reclaimed, <br />geogrid will be placed on top of the reclamation, followed by 6-inches of new aggregate base and 4.5-inches of new <br />bituminous pavement. The extra weight will cause for some settlement, the intent of the geogrid is to both help bridge and <br />cause even settlement. Only the first lift of new pavement will be placed in the fall of 2026. The final wear course will be <br />placed in the spring of 2027 after the spring thaw and allowing for any settlement to occur. <br />The existing culvert for County Ditch No. 51 is a metal culvert with noted deterioration at the ends. The culvert will be <br />replaced to the same elevation and diameter, but with reinforced concrete pipe. Concrete end caps and sheet piling will be <br />used to avoid any settlement of the new culvert pipe. <br />No municipal water or sanitary sewer exists within the project area. The water was extended to the north end of Variolite <br />Street in 2020. Development at the intersection of 175th Avenue and Nowthen Boulevard (CSAH 5) may bring watermain to <br />
