Staff recommends making the trunk watermain loop connection at a later date, when development along 175th Avenue drives it, since the construction would likely be directional drilling and would not have significant cost savings combining it with an overlay improvement. Additional Permittine Staff has been working with the Lower Rum River WMO to obtain a permit for wetland filling associated with the improvements to 173rdAvenue between Puma Street and Iguana Street. Anoka County Highway Department (ACHD) permits will be required for the connections at both Armstrong Boulevard and Nowthen Boulevard. An ACHD permit will also be required for replacing the Ditch 51 culvert. These permit processes have all started and staff does not anticipate any impacts to the project timeline. To use Municipal State Aid funding for this project, a MnDOT MSA approval is also required. Staff has submitted the plans to the MnDOT MSA office for review, and does not anticipate major revisions. The MSA approval is required prior to opening bids for this project. This ensures all bidders are bidding off the same set of plans, and all bidders are notified of any plan revisions (addenda) issued during the bidding process.
