Assistant City Engineer Feriancek reviewed the staff report and recommendation to recommend <br />City Council approve final plans and specifications and authorize advertisement for bids for <br />Riverside West Street Reconstructions, Improvement Project #26-06. <br />Councilmember Specht asked for more information on the responsibility of trails between the City <br />and County. <br />Assistant City Engineer Feriancek explained that it would not be typical for the County to go past <br />their project limits to do a trail on the other side of the road. He believed there was collaboration <br />between the City and County in terms of funding for the trail. <br />City Engineer/Public Works Director Westby replied that Anoka County typically does not <br />contribute funds for trail improvements or repairs along County Roads. <br />Motion by Councilmember Specht, seconded by Chairperson Riley, to recommend City Council <br />approve final plans and specifications and authorize advertisement for bids for Riverside West <br />Street Reconstructions, Improvement Project #26-06. <br />Motion carried. Voting Yes: Chairperson Riley and Councilmember Specht. Voting No: None. <br />5.02: Consider Recommending City Council Authorization to Prepare Plans and <br />Specifications for 2027 Pavement Management Program Projects <br />Assistant City Engineer Feriancek reviewed the staff report and recommendation to recommend <br />City Council authorization to prepare plans and specifications for 2027 Pavement Management <br />Program projects. <br />Chairperson Riley recognized that drainage improvements were not found to be feasible for a <br />portion of the project and asked if anything could have changed from the time that determination <br />was made. <br />City Engineer/Public Works Director Westby replied about drainage issues that a resident was <br />experiencing and stated that the property has since changed hands, and since then, the City has not <br />heard about any drainage concerns. <br />Chairperson Riley commented that it would seem that this would be the time to provide any <br />improvements to drainage as part of the road project. <br />City Engineer/Public Works Director Westby confirmed that staff can review the topographic <br />infornation to determine if any changes could be made. <br />Chairperson Riley asked for the timing on streets near a proposed project area. <br />Public Works Committee / May 19, 2026 <br />Page 2 of 5 <br />
