Assistant City Engineer Feriancek replied that those streets are not included in the ten-year CIP. He commented that there are a fair number of neighborhoods that are past the point of an overlay, but there is not sufficient funding to add them to the ten-year program. Councilmember Olson arrived. Chairperson Riley asked for information on a previous project on a proposed segment. Assistant City Engineer Feriancek provided information on previous projects done in that area. He provided information on the last project area and the anticipated open house that would be held. He stated that staff would propose to bring a case forward to the City Council next Tuesday and would then work on plans over the summer and the remainder of the year in order to open bids during the winter or early spring. City Engineer/Public Works Director Westby referenced the drainage discussion for Gibbons Street. He commented that public information meetings are held for all street projects, and surveys are sent to residents asking about any drainage issues or other concerns. Motion by Councilmember Olson, seconded by Chairperson Specht, to recommend City Council authorization to prepare plans and specifications for 2027 Pavement Management Program projects. Motion carried. Voting Yes: Chairperson Riley, Councilmembers Olson and Specht. Voting No: None. 5.03: Consider Recommending to City Council Authorizing Well Siting Study Requests for Proposals for Wells #9 and #10 City Engineer/Public Works Director Westby reviewed the staff report and recommendation to recommend City Council authorization to solicit Requests for Proposals for a Well Siting Study for proposed municipal groundwater wells #9 and #10. Councilmember Specht asked where Elk River wells draw water from. City Engineer/Public Works Director Westby commented that Elk River is outside of the metro and, therefore, is allowed to draw water from the Mount Simon aquifer. Chairperson Riley acknowledged that well #2 is rarely used and asked if well #1 is used. City Engineer/Public Works Director Westby replied that well #1 is used, but is not directly connected to the water treatment plant. He stated that there is a CIP project to add a pressure filter to treat the water at that location on its own, rather than connecting it to the plant. Councilmember Olson recognized that the wells around the COR feed into the water treatment plant and asked for confirmation that the wells outside the COR area do not feed into the plant.
