<br />Economic Development Manager Sullivan explained that the City had been working with CBRE <br />and the developer on the transaction and that the proposed site would be located immediately south <br />of Casey's and O'Reilly Auto Parts along Ramsey Boulevard. The proposed development consists <br />of a 664-square-foot drive-through coffee shop with an outdoor patio. A Conditional Use Permit <br />will be required because of the drive-through component. <br /> <br />Economic Development Manager Sullivan reviewed the proposed purchase agreement, noting that <br />the property would be sold for $265,008, which represents the City's asking price. The developer <br />would construct internal access roads and necessary easements while preserving the remaining <br />parcel for future development. A 12-month right-of-reentry provision would ensure the timely <br />completion of construction. The Economic Development Authority unanimously recommended <br />approval of the agreement. <br /> <br />Mayor Heineman invited the business owners to address the Council. <br /> <br />Mr. Dan Dewey introduced himself and his wife, Natalie, explaining that they are residents of <br />nearby St. Francis, that they both attended Anoka High School, and that they have longstanding <br />ties to the Ramsey community. <br /> <br />Councilmember Buscher welcomed the local ownership and asked whether the recently discussed <br />workforce protection measures, including provisions addressing wage theft and labor trafficking, <br />could be incorporated into the agreement. <br /> <br />Economic Development Manager Sullivan explained that those provisions were currently being <br />developed for future development agreements involving tax increment financing and public <br />assistance. Still, they had not yet been adopted as City policy. He also noted that this transaction <br />differs in that it does not involve any public financial assistance beyond the land sale. <br /> <br />Councilmember Specht agreed that the broader policy discussion remains important but <br />recommended allowing the current development to proceed while the Council completes its review <br />of future workforce standards. <br /> <br />Mayor Heineman summarized the discussion by noting the Council generally supports establishing <br />consistent ethical development policies in the future, but believed it would be more appropriate to <br />address those standards comprehensively rather than delay the current project. <br /> <br />Councilmember Buscher emphasized that her comments were not directed at the developer but <br />rather reflected a desire to ensure that future development projects protect workers and use public <br />resources responsibly. <br /> <br />Councilmember Specht expressed enthusiasm about bringing Scooter's Coffee to Ramsey, joking <br />that his teenage daughter was particularly excited about the new business, even if it would result <br />in more frequent coffee purchases. <br /> <br />Motion by Councilmember Peters, seconded by Councilmember Buscher, to adopt Resolution <br />#26-155 Approving Purchase Agreement, Right of Re-Entry Agreement, and Sale of Part of Outlot <br />City Council /June 23, 2026 <br />Page 6 of 9 <br /> <br />
