Absent: Councilmember Olson. <br />7.02: Adopt Resolution #26-143 Accepting Bids and Awarding Contract for Carol-Rose <br />Acres & Sports Haven Street Reconstruction, Improvement Project #26-03 <br /> <br />City Engineer Hlel presented Resolution #26-143, awarding the construction contract for the <br />Carol-Rose Acres and Sports Haven Street Reconstruction Project. <br /> <br />City Engineer Hlel explained that approximately 1.2 miles of residential streets, originally <br />constructed in 1980, have reached the end of their useful life. Pavement condition ratings indicate <br />the streets are in very poor condition, making continued patching and maintenance no longer cost- <br />effective. The project will include full-depth reclamation of the existing pavement, reconstruction <br />of the roadway base, and installation of a new asphalt pavement, all while maintaining the existing <br />roadway alignment. No sanitary sewer or water main improvements are planned. <br /> <br />City Engineer Hlel explained that two bids were received, with North Valley, Inc. submitting the <br />lowest responsible bid of $763,724.51, approximately seven percent below the engineer's estimate. <br />Construction is expected to begin shortly after Independence Day, with substantial completion <br />anticipated by early September. <br /> <br />Mayor Heineman remarked that the roads have served residents for decades and are due for <br />reconstruction. <br /> <br />Councilmember Riley noted that continued investment in roadway reconstruction reduces future <br />maintenance costs and reflects the City's long-term pavement management strategy. <br /> <br />Councilmember Buscher encouraged residents to notify City staff when streets appear to be <br />deteriorating so conditions can be evaluated. <br /> <br />Motion by Councilmember Riley, seconded by Councilmember Peters, to adopt Resolution #26- <br />143 Accepting Bids and Awarding a Contract to North Valley, Inc. for the total amount of <br />$763,724.51 for Carol-Rose Acres & Sports Haven Street Reconstruction, Improvement Project <br />#26-03. <br /> <br />Motion carried.
