7. 5. CC Regular Session Meeting Date: 07/28/2026 Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors. Title: Adopt Resolution #26-163 Approving Plans and Agreements with Connexus Energy for COR Street Lighting Improvements, Improvement Project #25-12. Purpose/Background: Purpose: The purpose of this case is to adopt Resolution #26-163 approving Plans and Agreements with Connexus Energy for COR Street Lighting Improvements, Improvement Project #25-12. Background: The plans provided by Connexus Energy include a total of 47 street lights that are 25-feet tall, and 16 pedestrian facility lights that are 14-feet tall. The proposed design primarily provides street lights at intersections to improve safety for motorists and pedestrians navigating intersections, as well as at mid -block pedestrian crosswalks. A more robust lighting plan is proposed along Ramsey Parkway due to the presence of on -street parking, pedestrian facilities along both sides of the parkway, and recreational opportunities, including the new Waterfront Waterplay Park. Attached is a copy of the final plans showing all proposed lighting for The COR. Copies of the required construction and maintenance agreements requiring execution by the city are also attached. If approved, Connexus Energy's contractor will install underground lighting improvements in 2026. The above ground work (poles and fixtures) will follow as soon as these materials are delivered, which is anticipated to take 6 months or more. However, Connexus is checking to see if they can receive some poles and fixtures this Fall to allow lighting to be installed at some of the more critical intersections in 2026 including Zeolite Street and Ramsey parkway, as well as intersections along Bunker Lake Boulevard. The City of Ramsey works exclusively with Connexus Energy to design, construct and maintain street and trail lighting improvements throughout the City. Notification: None are required for this case. Time Frame/Observations/Alternatives: Observations: Attached is a copy of the April 15, 2025, Public Works Committee meeting agenda case with attachments that includes additional background information on the design of The COR Street Lighting Improvements project. Alternatives: Alternative #1 — Motion to adopt Resolution #26-163 approving Plans and Agreements with Connexus Energy for The COR Street Lighting Improvements, Improvement Project #25-12. Alternative #2 — Motion of other. Funding Source: Attached is page 291 from the 2026-2035 Capital Improvement Plan showing the original estimated cost for The COR Street Lighting Improvements at $475,000. The attached construction agreement from Connexus estimates final construction costs for the proposed COR Street Lighting Improvements at $493,976.50. Funding for these street lighting improvements is proposed to be paid from the Street Lighting Fund, which has a current balance in excess of $1.6 million Adequate funds are therefore available to construct this project, as well as the other proposed 2026 street lighting improvements estimated to cost $525,000, though the plans for this project are not yet under development so a final estimated cost is not yet known.
