VII. Public Records <br />All information submitted by a bidder or a subcontractor pursuant to this Ordinance, including <br />certified payrolls, are public records subject to review pursuant to the Indiana Access to Public <br />Records law (IC 5-14-3). <br />VIII. Penalties for False. Deceptive. or Fraudulent Statements/Information <br />Any bidder or subcontractor that willfully makes, or willfully causes to be made, a false, <br />deceptive or fraudulent statement, or willfully submits false, deceptive or fraudulent <br />information in connection with any submission made to the shall be disqualified <br />from bidding or working on all projects for a period of three (3) years. <br />IX. Conflicting Ordinances <br />Any ordinance or provision of any ordinance in conflict with the provisions of this Ordinance <br />is hereby repealed. <br />X. Severabilitv <br />If any provision of this Ordinance is found to be invalid, the remaining provisions of this <br />Ordinance shall not be affected by such a determination; such provisions shall remain in full <br />force and effect. <br />SECTION 2. It is hereby found and determined that all formal actions of the Board relating <br />to the passage of this Ordinance were adopted in open meeting(s) of the Board and that all <br />deliberations of the Board and its committees that resulted in such foiinal actions, were <br />meetings open to the public, in compliance with all legal requirements and that the reading <br />and adoption of this Ordinance complies with the Code, as amended. <br />SECTION 3.
