5. 8. CC Regular Session Meeting Date: 08/10/2026 Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors. Title: Adopt Resolution #26-179 Authorizing the Police Chief to Apply for the FFY27 Traffic Enforcement Grant, Authorizing the City Administrator to Execute the Grant Agreement, and Approving a Letter of Support Purpose/Background: in this current grant year, the City of Ramsey is serving as the fiscal and host agency for a countywide grant involving participating Anoka County law enforcement agencies. Beginning in FFY27, the Minnesota Office of Traffic Safety (OTS) changed the grant structure and now requires each law enforcement agency to apply individually. Joint applications are no longer allowed. This change was made by OTS and was not a decision by Anoka County or the participating cities. The City of Ramsey must therefore submit its own application for enforcement activities by the Ramsey Police Department. The Minnesota Department of Public Safety, Office of Traffic Safety, is now accepting applications for the FFY27 Traffic Enforcement Grant. The grant provides funding for additional overtime enforcement focused on impaired driving, speeding, distracted driving, move -over violations, seat belt and child -restraint use, and pedestrian safety. The Ramsey Police Department would use the funding for highly visible enforcement. These efforts would be supported by public education through social media and available digital billboards. The purpose is to deter unsafe driving before it occurs, hold drivers accountable when they choose to violate the law, and reduce crashes, injuries, deaths, and property damage. The attached letter of support provides grant reviewers with a clear statement that the City Council supports the Police Department's enforcement and education efforts and shares the goal of helping more people return home safely to their families. Notification: The Minnesota Department of Public Safety, Office of Traffic Safety, will be notified through submission of the grant application. No additional public notification is required. Time Frame/Observations/Alternatives: The application is due by 4:30 p.m. on August 12, 2026. The anticipated grant period is October 23, 2026, through September 30, 2027. The City Council may: Approve the resolution and letter of support. Direct staff to make changes. Decline to authorize the application. Funding Source: Staff proposes requesting approximately $70,000 in federal grant funding for officer overtime and eligible fringe benefits. The final amount may be adjusted as the required work plan is completed. The grant is reimbursement -based and does not require a local funding match A minimum of $100 in locally funded mileage must be reported. No additional employees or equipment purchases are proposed. Recommendation: Staff recommends adopting the attached resolution and the attached letter of support. Outcome/Action: Motion to Adopt Resolution #26-179 Authorizing the Police Chief to Apply for the FFY27 Traffic Enforcement Grant, Authorizing the City Administrator to Execute the Grant Agreement, and Approving the Letter of Support.
