Voting Yes: Mayor Heineman, Councilmembers Buscher, Olson, Peters, Riley, <br />Specht, and Stewart. Voting No: None. <br />6. PUBLIC HEARING <br />6.01: PUBLIC HEARING: Introduce Ordinance #26-13 Amending Schedule of Rates, Fees <br />and Charges for Hydrant Meter Rental Program <br />Presentation <br />Public Works Director Westby presented Ordinance #26-13 establishing a hydrant meter rental <br />program and amending the 2026 Schedule of Rates, Fees, and Charges. <br />Public Hearing <br />Mayor Heineman opened the public hearing and invited public comments. <br />Citizen Input <br />No members of the public spoke during the hearing. <br />Motion by Councilmember Peters, seconded by Councilmember Olson, to close the public hearing. <br />Motion carried. Voting Yes: Mayor Heineman, Councilmembers Buscher, Olson, Peters, Riley, <br />Specht, and Stewart. Voting No: None. <br />Council Business <br />Councilmember Riley asked whether the proposed fees were comparable to existing water fill <br />station costs and whether contractors would continue to have access to the City's water fill <br />stations. <br />Public Works Director Westby confirmed both were true and explained the program was <br />intended primarily as a convenience while recovering the City's equipment costs. <br />Motion by Councilmember Riley, seconded by Councilmember Olson, to introduce Ordinance <br />#26-13, Amending Schedule of Rates, Fees and Charges for Hydrant Meter Rental Program. <br />City Council /July 28, 2026 <br />Page 4 of 8 <br />
