7.05: Adopt Resolution #26-163 Approving Plans and Agreements with Connexus Energy <br />for COR Street Lighting Improvements, Improvement Project #25-12 <br />Public Works Director Westby presented Resolution #26-163 approving plans and agreements <br />with Connexus Energy for the Cor Street Lighting Improvements Project. He explained the <br />project, originally scheduled for 2025 but postponed due to seasonal costs. The final plan <br />includes installing 47 standard streetlights and 16 decorative pedestrian lights across the Ramsey <br />Cor area, along Ramsey Parkway, Sunwood Drive, and intersections east of Ramsey Boulevard <br />to enhance safety. <br />The City Council expressed support for improving visibility and safety within the COR area. <br />Motion by Councilmember Peters, seconded by Councilmember Olson, to adopt Resolution #26- <br />163, approving Plans and Agreements with Connexus Energy for COR Street Lighting <br />Improvements, Improvement Project #25-12. <br />Motion carried. Voting Yes: Mayor Heineman, Councilmembers Buscher, Olson, Peters, Riley, <br />Specht, and Stewart. Voting No: None. <br />7.06: Adopt Ordinance #26-14 Authorizing Salary Increase for Mayor and City Council <br />City Administrator Hagen presented Ordinance #26-14 adjusting compensation for the Mayor <br />and City Council beginning January 1, 2027. <br />Mr. Bruce Anderson, 14892 Bison Street Northwest, opposed the proposed increase, arguing that <br />a 21 percent adjustment should instead be phased in over several years, particularly given <br />broader concerns about rising costs and potential future property tax increases. <br />Councilmember Buscher noted the adjustment reflected more than twenty years without any <br />increase rather than an annual raise. <br />Motion by Councilmember Riley, seconded by Councilmember Olson, to adopt Ordinance #26- <br />14, authorizing Salary Increase for Mayor and City Council. <br />A roll call vote was performed: <br />Councilmember Buscher aye <br />Councilmember Riley aye <br />Councilmember Stewart aye <br />Councilmember Olson aye <br />Councilmember Specht nay <br />Councilmember Peters aye <br />Mayor Heineman nay <br />Motion carried. <br />City Council /July 28, 2026 <br />Page 7 of 8 <br />
